Preheat the oven to 350 degrees.
In a microwave safe bowl, add the vegetable oil, garlic powder and pepper. Cook until onions are translucent about 8 minutes. Stirring occasionally about every 1-2 minutes of cook time. Stir in the diced ham.
Completely line an 11 x 7 casserole dish with tater tots.
Pour the ham and onion mixture over the top of the tater tots.
In a bowl, beat together the eggs, sour cream, heavy cream, parsley until blended. Stir in the cheese.
Pour the egg mixture over the top of the tater tots.
Bake uncovered for 35-40 minutes or until the top is golden brown.
Serve.
